Parse ICU message strings to a compact ast

Turns a ICU Message Format string:

`You have {
  numBananas, plural,
     =0 {no bananas}
    one {a banana}
  other {# bananas}
} for sale`

into a compact format-message ast:

[ "You have ", [ "numBananas", "plural", 0, {
     "=0": [ "no bananas" ],
    "one": [ "a banana" ],
  "other": [ [ '#' ], " bananas" ]
} ], " for sale." ]
